Legal Status of Surrogacy in Georgia

Georgia has been a pioneer in regulated surrogacy since 1997. However, as of 2025, surrogacy in Georgia is legally limited to married or cohabiting heterosexual couples who meet medical necessity criteria. Same-sex couples and single individuals are not eligible. Although a proposal to restrict commercial surrogacy for foreigners was discussed in 2023, it has not been enacted.
